A tractor-trailer driver was arrested northwest of Pittsburgh after state police said he called 911 on himself and reported being “high on cocaine and methamphetamine.”
Initially, a witness called police to report that a tractor-trailer on Pennsylvania Route 28 in Jefferson County was driving erratically at five miles per hour.
