Andres Mossberg was mowing his lawn and his neighbor’s lawn on April 1 when a truck ran off the road, hitting and killing him.
On June 17, Florida Highway Patrol Traffic Homicide Investigator Cpl. Mark Baker arrested the pickup driver, Gary Steve Rowell, on charges of vehicular homicide and two counts of reckless driving involving property damage.
