Clifton Park passes 180-day moratorium on concrete batch plants

CLIFTON PARK — Despite threats of lawsuits, the town approved a 180-day moratorium on concrete batch plants on Tuesday, effectively halting a controversial proposed Bonded Concrete facility on Route 9.

At Tuesday night’s Town Board meeting, members voted 4-1 in favor of the moratorium, delaying Luke Clemente’s plans to build a plant on 19.4 acres just south of Ushers Road. Approval required a supermajority after the Saratoga County Planning Board voted against the moratorium, saying it was devised to target a particular project.

Clifton Park Town Supervisor Phil Barrett, the lone vote against the moratorium, sided with the county planners, saying the handling of the moratorium was “a complete disaster.”…
