ROCKFORD, IL — A Rockford Police Department officer paid more than half a million dollars since he was arrested on charges of domestic violence and placed on administrative leave in 2021 is seeking a disability pension.
Officer Sisomphou “Toon” Singmouangthong, 48, of Roscoe, on April 15 filed an application with the Rockford Police Pension Fund Board seeking disability. The application starts what is expected to be a months long process.
