Planning Commission advances Unified Development Ordinance

CONYERS — After months of revisions, public meetings and community debate, the Rockdale County Planning Commission moved the county’s proposed Unified Development Ordinance (UDO) one step closer to adoption on June 18, despite residents’ urging officials to slow the process and allow additional public review.

The special called meeting drew a large crowd, many of whom originally planned to speak about data centers but instead found themselves discussing a dramatically revised draft that removed data centers as permitted use in Rockdale County.

Rockdale County Planning and Development Director Brandon White told attendees the UDO update has been underway since March 2025 and represents the county’s first comprehensive overhaul of its development regulations in roughly 20 years…
