Rapp jury fines Chantilly 120-mph speedster $2.5K with no jail term

He sat silently and scared on a bench outside the Rappahannock County Courthouse on Wednesday afternoon.

A jury already had convicted the 21-year-old Chantilly man of reckless driving by speed – more than 20 mph over the 55-mph zone on U.S. Route 211 – on June 5, 2025.

In fact, Commonwealth’s Attorney Arthur L. Goff repeatedly told the seven-person jury (misdemeanor) consisting of five men and two women that what Ahmad Hilaljan Barakzal did was “harmful to the people of Rappahannock County”…
