CHESAPEAKE, Va. (WAVY) — Local city managers are looking to receive Gov. Abigail Spanberger’s support for new powers to help combat takeover and pop-up events.
In recent months, Virginia Beach, Norfolk, Newport News and Hampton have all had instances of of unplanned mass gatherings of mostly young people that became disorderly and at times dangerous.
