Houston City Council approves $18 billion, 5-year capital improvement plan. Many existing projects are delayed

The city of Houston’s new Capital Improvement Plan outlines investments in infrastructure over the next five years. But projects in the plan are often delayed — and many Houstonians have trouble getting improvements to their neighborhoods added to the list.

Thursday in the Cottage Grove neighborhood is Katie Niemann’s least favorite day of the week.

“This is like an example of a typical trash day scenario here,” Niemann said as a vehicle backed up to make room for a garbage truck. “One car can get through and God forbid you have someone trying to get the other direction.”…
