ST. LOUIS — A man is facing charges again after police said he threw rocks at cars on Interstate 64 from the same overpass years apart.
Phillip Carter, 40, was charged with three counts each of assault, property damage and armed criminal action after police said he threw rocks at cars Tuesday morning.
