Honolulu’s City Council is considering a measure that would let income-restricted rental buildings rise up to 60 feet tall—or higher where existing zoning already allows it—with no required off-street parking, no required bicycle parking, and reduced yard setbacks across Honolulu’s apartment and business zoning districts.
Bill 18 (2026), CD1, introduced by Councilmember Andria Tupola in February, applies to apartment, apartment mixed-use, business, and business mixed-use zones citywide—and also extends to the apartment precinct, including the apartment mixed-use subprecinct, of the Waikiki special district.
What the bill would change
Under the proposed standards, eligible lots can be up to 40,000 square feet, with a maximum floor area ratio of 4.0.
