Man on probation for throwing rocks at cars on I-64 faces new charges

ST. LOUIS – A man who was on probation for throwing rocks at vehicles from an overpass in 2023 has been charged for the same action earlier this week.

Police say 40-year-old Phillip Carter was involved in several incidents Tuesday throwing large rocks off different overpasses in the City of St. Louis along Interstate 64.

The incidents began around 5:45 a.m., when a rock was thrown and struck a vehicle from the Hampton Avenue overpass. Carter is accused of then moving to the Tamm Avenue overpass and damaging two more vehicles with rocks…
