San Diego County zoning changes allow tiny homes as primary residences

A major policy change in San Diego County now permits qualifying tiny homes on wheels to serve as legal primary residences. The expanded housing option applies to unincorporated areas of the county, whereas previous regulations only allowed tiny homes to be used as accessory dwellings behind an existing house.

The County of San Diego confirmed in September 2025 that qualifying tiny homes on wheels can meet the legal definition of a dwelling under the local zoning ordinance. The county formally announced the expanded housing option on October 1, 2025, opening up new possibilities for multi-generational housing and more affordable lifestyles.
