ST. LOUIS – A man and woman appeared in St. Louis Circuit Court on Wednesday for child neglect after one of their young children was seen hanging out of a window of their high-rise apartment.
According to probable cause statements from the St. Louis Metropolitan Police Department, the incident happened Monday, July 13, at the University Plaza Apartments, located in the 600 block of North Grand Boulevard in the Grand Center neighborhood.
