More than 900 delinquent residential solid waste accounts could soon be added to Riverside County property tax bills after the Banning City Council unanimously approved a resolution authorizing their collection during its July 8 meeting. The council voted 4-0 to adopt a resolution following a public hearing. No members of the public spoke before the vote.
According to the staff report, Waste Management of the Inland Empire requested that 912 delinquent single-family and multi-family residential accounts, totaling $344,415.79 in unpaid balances, be placed on the county’s 2026-27 property tax roll. The balances include unpaid residential solid waste service charges, monthly late fees and applicable tax roll fees.
Public Works Director Arturo Vela said the process is required under the city’s franchise agreement with Waste Management, which does not allow residential trash service to be discontinued for nonpayment. “Waste Management is not allowed to discontinue residential services for non-payment,” Vela said.
