RICHMOND, Va. (WWBT) – A disabled veteran living at River Lofts at Tobacco Row says his Shockoe Bottom apartment has been plagued by repeated plumbing backups and a broken air conditioning unit for months.
However, he said that his property management offered to let him break his lease only if he agreed to stay silent about it.
Casy Sharpe, 32, pays $1,500 a month for his unit and has lived at the complex since December. He said the problems began shortly after moving in.
