EUGENE, Ore. — Eugene police say a man is facing drug delivery charges after investigators developed information he was dealing narcotics from a shelter space near an elementary school.
The Eugene Police Department Street Crimes Unit investigated 56-year-old Joseph Alonzo Lugo after developing information he was dealing narcotics from his space in the Safe Sleep Site at 1655 W. 18th Ave., near Cesar Chavez Elementary School. Police described the Community Safe Supported Shelters Rest Stops (also known as “Safe Spots”) as low-barrier shelters for people experiencing homelessness.
