RICHMOND, Va. (WRIC) — A 24-year-old Henrico County man has been charged with felony hit-and-run and driving a vehicle without a license after a cyclist was hit and injured by a vehicle in Richmond early Sunday morning.
Twenty-four-year-old Jorge Gudino Vasquez of Henrico County, was charged with felony hit-and-run and driving a vehicle without a license after he surrendered to police on Wednesday, July 22 without incident, per authorities.
