Riverside Has Nearly 3,000 Homes in the Pipeline and a New Free Duplex Plan Program

Riverside’s mayor has released a sweeping account of where the city’s housing push stands—and the numbers are significant.

According to the mayor’s monthly message on housing, nearly 3,000 homes are currently under construction, entitled, or proposed across Riverside, spanning market-rate neighborhoods, townhomes, condominiums, and mixed-use developments. More than 400 of those are affordable housing units, targeting working families, seniors, people experiencing homelessness, and those transitioning into permanent housing.

“One of the biggest barriers is that California stopped building enough starter homes,” the mayor wrote, pointing to legal uncertainty and regulatory complexity as compounding the affordability crisis for first-time buyers.
