On July 28, the Housing Authority of the Birmingham District (HABD) held a ribbon-cutting with a number of its partners to open the Villas Early Learning Center in Birmingham’s Titusville Neighborhood.
What are the key features of the new Early Learning Center?
Located at 248 1st Street SW on the site of Loveman Village, the newly renovated 5,000 square foot building features the following amenities:
- Six spacious classrooms, whiteboard and A/V components
- New playground
- Updated kitchen
- Renovated gym and offices
- New flooring, walls and HVAC

The new facility will be operated by Birmingham City schools and serve more than 65 children.
How did the Early Learning Center become a reality?
Funding for the 16-month, $2.6 million renovation came from:
- HABD Capital Fund
- Congresswoman Terri Sewell ($1 million grant)
- Councilor Crystal Smitherman ($600,000 ARPA grant)
