In 2004, I managed the Vacant Upper Floors Project, bringing together architects, lenders, contractors, lawyers, building owners and public officials to explore one of downtown Pittsburgh’s greatest untapped opportunities: the thousands of square feet sitting vacant above active storefronts.
Rather than producing another policy paper, we worked with real buildings, real owners and real financial models to answer a practical question:
