NORTH PLAINS, Ore. (KOIN) — After a chaotic week of back-to-back leadership resignations that shut down North Plains City Hall, city leaders unanimously appointed a new interim city manager Friday.
The vote comes as the small Washington County city faces a mayoral vacancy, years of delinquent audits, and what the city’s attorney described as an unprecedented crisis.
“This is just an emergency situation. We need to appoint someone today,” City Attorney Emily Matasar told council members before Friday’s vote. “I’ve heard some concerns about some sort of abbreviated process and a lack of transparency, but I just want to be clear that this is a crisis.”…
