TEXAS — Dr. Candice Matthews is calling for greater transparency and accountability in law enforcement hiring after releasing personnel records she said raise questions about how an officer with a documented disciplinary history continued serving at multiple agencies.
In a public statement, Dr. Matthews said the records, obtained through the Texas Public Information Act, highlight concerns about what she described as the movement of officers with significant disciplinary histories between law enforcement agencies.
“The question is not simply what happened at Humble ISD,” Dr. Matthews said. “The question is: How did an officer with this documented disciplinary history continue serving as a law enforcement officer at another agency?”
