EL PASO, Texas (KTSM) — A key City of El Paso department has a leadership change as the annual budget process gets underway.
Javier Acosta, who took over as the City’s director of the Capital Improvement Department in February, is no longer with the City of El Paso, a City spokesperson confirmed. The spokesperson did not give a reason for his departure.

Joaquin Rodriguez, who served as the department’s Grant Funded Programs director, is now leading the department, the City spokesperson said.
