BIXBY, Okla. — A Bixby man said he paid a contractor $45,000 to build the workshop he had dreamed of for retirement, but more than a year later, he said the project remains unfinished and he is out tens of thousands of dollars.
71-year-old Kim Runnels said he wanted a workshop behind his home where he could spend time woodworking and working on motors during his retirement.
