KNOXVILLE, Tenn. (WVLT) – A stormwater system more than 100 years old is being blamed for serious flash flooding near the Old City last month, leaving some residents without their vehicles.

Karson Keller, a neighbor at the Tyson Court apartment complex, said the flooding reached the walkways and stairways at the back of her building.

“Down there, our entire walkway to the entire backside of the building was flooded. You couldn’t even walk down the stairs,” Keller said…
