SALEM, OR – Marion County is taking the next step in its fight against a series of Oregon Health Authority (OHA) rule changes that endanger staff and residents at mental health treatment facilities.
Among them, one restricting alcohol management. Another delays immediate response to safety threats. Wednesday, Horizon House administrator Anna Macera, told county commissioners Colm Willis and Danielle Bethell about a resident who kept flicking a lighter near his oxygen tank.
