MILTON, Ga. — The Milton City Council is set to vote Monday, Aug. 24, on a proposed $10 million settlement that would go to John Chang and Rebecca Zhu, the parents of Yale University student Joshua Chang, who died in 2016 when his car struck a concrete planter off the roadway.
Under the proposed settlement, the city’s insurer, the Georgia Interlocal Risk Management Agency, and its reinsurer, NLC Mutual Insurance Co., would cover $6.67 million, with the city responsible for the remaining $3.33 million. The settlement would resolve all claims against Milton. In an interview with Appen Media Group Thursday, Milton Mayor Peyton Jamison said the agreement does not include an admission of fault by the city or its insurer.
The case reached the Georgia Supreme Court on questions of municipal sovereign immunity and drew support from more than 80 Georgia cities backing Milton’s appeal…
