NEW YORK — The owner of a shuttered Coney Island bar filed a lawsuit Wednesday alleging an extortion scheme involving former NYPD Commissioner Edward Caban and his twin brother, James Caban.
The lawsuit, filed in Brooklyn federal court, adds to the intrigue surrounding the siblings, who were the target of a federal corruption investigation but have never been charged with a crime.
In the suit, Shamel Kelly, the owner of the defunct nightlife spot Juice & Moore, accused the twins, along with numerous members of the NYPD, of repeatedly raiding his establishment before he was referred to James Caban. The police commissioner’s brother, who owned a nightlife security firm, allegedly offered to help him for a fee.
