Minneapolis Proposes 1–3 Unit Zoning Changes, Including Larger Triplexes and Easier Duplex Splits

Minneapolis homeowners could soon have more flexibility to build bigger, split properties, and add energy-efficient features under a wide-ranging overhaul of zoning rules covering homes with one, two, or three units.

The city’s proposed amendment summary touches nearly every corner of residential development. Key changes include raising the maximum floor area ratio for three-unit homes in Interior 1 and Interior 2 districts, allowing duplex owners to split their property without a formal hearing, and removing the rule that lets garages extend more than five feet in front of a house.

Bigger three-unit homes in Interior 1 and Interior 2 districts

One of the most significant shifts affects triplexes in Interior 1 and Interior 2 Built Form Overlay Districts.
