Roseville is one of several Placer County cities that have not approved licensed retail cannabis storefronts. That has not stopped legal cannabis from reaching residents there. Under California’s statewide cannabis regulatory framework, licensed delivery operators can serve customers in cities that restrict or prohibit retail dispensaries, as long as the delivery itself complies with state law.
