Rock County Jail inmate charged with hate crime, throwing feces for third time in four months

JANESVILLE – A Rock County Jail inmate with a history of hate crimes and flinging feces at others was cited again for both in an Aug. 28 incident.

Thomas Edward Tuminskas II, 52, of Beloit was charged with assault by a prisoner with a hate-crime modifier for the third time this summer after he allegedly used a styrofoam container to throw his own feces on another inmate.

According to a Rock County criminal complaint, Tuminskas slid the styrofoam container thought the food tray slot on the fellow inmate’s cell room door. The fellow inmate reported that feces ended up on his face. A deputy reported seeing the feces on the floor and under the inmate’s door…
