Chicago’s police accountability agency has cleared two Chicago police officers who shot and killed a man in Hammond, Indiana, last year.
In its final report, released Thursday, the Civilian Office of Police Accountability found that Joseph Navarro charged toward the officers after crashing his car and tried to shoot them. But his firearm apparently jammed, “likely saving one or both officers’ lives,” according to COPA.
On the evening of May 8, 2025, the officers responded to a 911 call reporting a person with a gun who had threatened the caller in the 13400 block of South Brandon Avenue.
