St. Clair County officials condemned a stately historic home on Signal Hill Boulevard in unincorporated Belleville on Wednesday after receiving a complaint about code violations and finding 22 cats living inside.
Neighbors said they had been smelling cat urine from the sidewalk and other yards for months.
