An Iowa City man accused of seriously injuring a child during a June 19 incident at Town & Campus Apartments has reached a plea agreement, according to police statements and online court records.
Iowa City police said 45-year-old Charles Smith was accused of grabbing a girl by the neck at the apartment complex on Arthur Street. Police alleged he lifted her off the ground and choked her with enough force that she suffered swelling to her mouth and airway and needed to be intubated.
