Louisville massage therapists are pushing back on new rules. Metro Council is listening.

Tucked into an office building near St. Matthews, with a bank and insurance agents as neighbors, is Samantha Davis’ practice: Louisville Prenatal Massage.

Davis opened the business two years ago and she’s tried to cultivate the right atmosphere. “Clean,” “welcoming” and “safe” are the words she used to describe the space.

“Kind of a homey vibe,” Davis explained. “So people can get relaxed and settled for the treatments.”…
