PORTLAND, Ore. (KATU) — A draft audit of the $1.8 billion property tax bond to rebuild three Portland high schools says that bond program is at heightened risk for fraud.
It says Portland Public Schools outsourced its management to a Texas-based construction firm without sufficient oversight. KATU’s news partners at Willamette Week exclusively obtained the draft audit.
