If a roofing bid asks you to obtain the permit as an owner-builder, pause at the word “builder.” St. Lucie County’s disclosure assigns the owner direct, on-site supervision. It is not presented as a convenient way to lend a contractor your name.

What the affidavit actually says
The county’s form, revised April 11, 2025, describes an exemption that allows qualifying owners to act as their own contractors. It says an owner may not hire an unlicensed person to act as the contractor or supervise the work. It also places responsibility on the owner to ensure workers have the required licenses.
The form includes use-and-occupancy conditions and a warning about selling or leasing within a year. Those conditions deserve attention before treating this as a routine roofing signature.
Separate the two offers
Ask the bidder to state whether the offer is a licensed-contractor project or an owner-builder arrangement. In the latter case, identify who will actually be on site supervising. A promise that “we handle everything” does not explain how you would perform the role the affidavit describes…
