EL PASO, Texas (KVIA) — The air was very different a quarter of a century ago when it came to the issue of smoking in the Borderland.

In 2001, the City of El Paso passed the first public no smoking ordinance in the state of Texas.

As a result, gone were the questions of “smoking or non smoking” at restaurants and seeing ashtrays everywhere in public spaces…
