PORTAGE, Mich. — Homeless encampments are a national problem that Kalamazoo County Sheriff Richard Fuller said his office is becoming all too familiar with.
Fuller said it’s a complex issue, but it shouldn’t only be the responsibility of just law enforcement agencies to figure out.
