SCHENECTADY — A stalemate over the selection of members to a panel that scrutinizes police internal affairs investigations has left the panel with too few members to function.
There is no sign that the gridlock holding up appointments to the Civilian Police Review Board, or CPRB, will end soon, causing cases to pile up.
