BOSTON (WWLP) – The Massachusetts Office of the Inspector General has raised concerns about a proposed contract MassDOT is using to select an operator to redevelop and operate the state’s 18 highway service plazas.

The OIG issued its required report Tuesday as part of MassDOT’s procurement process for the project.
MassDOT announced in March that it would use the state’s public-private partnership infrastructure oversight commission, known as the P3 Commission, to develop a request for proposals and proposed contract for the service plaza project.
Under state law, the OIG is required to review MassDOT’s draft contract and notify the P3 Commission in writing of any “material objections” within 30 days…
