PORTLAND, Ore. (KOIN) — Oregon’s Secretary of State Tobias Read is referring an investigation into Portland Public Schools to the Department of Justice.The investigation looks into questions about how the Texas-based construction firm Procedeo won the contract to modernize three Portland high schools.
Trouble started in Dec. 2025, when the PPS School Board agreed to give Procedeo over $61 million to be in charge of modernizing Cleveland, Jefferson and Ida B. Wells high schools, as well as a center for black excellence.
