Duo accused of recruiting unhoused individuals to cash stolen checks in St. Louis

ST. LOUIS, Mo. (First Alert 4) – Two men are accused of recruiting unhoused individuals to cash stolen checks.

According to prosecutors, Samuel Stewart, 27, and Royce Finger, 22, received Treasury checks that had been stolen in Florida, Minnesota, California and Tennessee between November 2024 and January 2026. The duo created fake driver’s licenses, U.S. passports and other identification documents so the checks could be cashed.

Authorities said Stewart and Finger then provided housing and clothing to co-conspirators and took them to banks after coaching them so they could answer questions from bank staff about why the checks had out-of-state addresses.
