Syracuse, N.Y. — A rare September nor’easter is barreling up the East Coast, bringing heavy rain and potentially hurricane-force winds to New England.
The storm will largely hug the coastline and bypass much of Upstate New York, although meteorologists caution that the storm could continue to shift inland as it progresses.
