LINCOLN, Neb. (KOLN) — The Department of Health and Human Services is proposing changes that aim to give more local control to Head Start programs by removing federal minimums on child-to-teacher staffing, administrative caps and language instruction.
And while local Head Start officials say they plan to continue business as usual, some are concerned these changes will continue to snowball down the line.
