An Oklahoma Air Force lieutenant colonel and his wife are facing child neglect charges after authorities discovered their adopted daughter living in dire conditions. The 9-year-old girl was found severely malnourished, weighing just 39 pounds – the typical weight of a 4-year-old.
Lieutenant Colonel Steven Haynes, a 19-year Air Force veteran and flight instructor at Vance Air Force Base in Enid, and his wife, Susan Haynes, were charged last week following an investigation that revealed the child was confined to a closet in their home. The girl slept on a cot with only a blanket and no pillow, and used a bucket as a bathroom.
Investigators further reported that the couple forced the girl to wear bells on her neck, wrists, and legs to monitor her movements around the house, earning her the unsettling nickname “Jingle Bells.” She was also so hungry at times that she resorted to eating dog food.
When questioned about the child’s condition and eating habits, the Hayneses claimed she suffered from an eating disorder. However, they reportedly did not seek medical or professional help, with Susan allegedly stating she did not believe doctors or counseling would help.
Additional allegations include the girl being subjected to cold showers on occasion. Authorities documented signs of life-threatening physical and psychological neglect as a result of her living conditions.
This is not the first time the Haynes family has come under scrutiny. A previous investigation was initiated after school officials raised concerns about the girl’s severe underweight condition and attempts to steal food from other children while she was in pre-kindergarten. Following this, the parents withdrew her from school and began homeschooling her.
The current investigation escalated after the girl spoke with the Department of Human Services, describing her living environment as normal, which raised further alarm. Steven and Susan Haynes were arrested and taken to Garfield County Jail, where they later posted a $10,000 bond.
Their next court appearance is scheduled for October 5. Meanwhile, the young girl remains in protective custody as authorities continue to ensure her safety.
