870 nights expose a deeper crisis
A court-ordered review found 136 Kansas foster children spent 870 nights without a proper licensed placement during 2025. Those children experienced 348 separate failure-to-place episodes.
The numbers matter because each episode represents a child waiting for safe, stable housing while in state custody. The findings show placement breakdowns remain serious despite years of court-supervised reform.
