EAST LANSING — In late July, Bob Metzger told the City Council he would terminate a lease for 86 downtown parking spaces in a lot his family owns behind the Peanut Barrel and other downtown businesses if council members rejected the latest development plans for the property.
Council members did vote down the plan, and Metzger followed through on Oct. 2 and closed the lot.
The decision has left downtown businesses and their customers scrambling…
