Oregon’s Shrinking Enrollment Puts Neighborhood Schools on the Closure List

Portland and Salem-Keizer are moving toward decisions that could reshape their public school systems in 2027, with proposed closures, attendance boundary changes and program relocations affecting families well beyond the campuses under consideration. Both districts are evaluating how to operate fewer schools as enrollment declines, while keeping enough staff, classroom space and educational services available for the students who remain.

Portland Public Schools released alternatives October 5 that would close either 14 or 11 schools. Salem-Keizer Public Schools plans to identify up to eight elementary schools recommended for closure Friday, October 9, along with proposed attendance boundary adjustments. Neither district has approved the closures, and families will have opportunities to review the recommendations before school boards make decisions in December.

The proposals come as the districts confront a widening gap between the number of students they serve and the buildings they operate. Smaller incoming classes, changing enrollment patterns and the cost of maintaining facilities are driving evaluations that extend beyond annual budget reductions.
