CLEVELAND, Ohio (WOIO) – Police are asking for the public’s help finding a man who walked away from his care facility on Worley Avenue Tuesday.
Frank Rowans was last seen around 7:40 p.m. suffers from a mental condition.
Mr. Rowans is 6 feet 2 inches tall and weighs about 150 pounds. He has gray hair and brown eyes.
